Inspiron 5000e Will Not Bootup

Inspiron 5000e, PIII 600 Process, now running Windows XP Home.  Computer ties to boot, get lights, fan (or drive) noise, then shuts down; then goes through the same routine and shuts down again.  It keeps doing this until the battery is removed. 

No screen information.  Tried booting from the startup floppy drive.    Tried a new battery.  No luck.

Anybody have some ideas?  What can I try next?  What might be wrong?  Thanks.

Thanks for your reply.  It will be a couple of days before I can try your suggestions.  Have been troubleshooting over the phone and just had it sent to me today.    Maybe it could be memory modules, upgraded memory about 6  months ago when moved to Windows XP.  That was not by choice as got a message that "this version of Windows ME has expired, contact your vendor for upgrade" and the computer locked up.  My upgrade, not Dell's, but that is another story.  It is my Mom's computer and after recommending it several years ago, feel like I need to keep it running.

Remove all pluggable devices and then just use one memory module and see if it starts up.  If not, try the other module.  If it still cycles, reseat the cpu module.  If it still cycles, you are probably out a motherboard.  Ebay or here.
