ashu.835,
Did you recently install/reinstall the operating system? If yes, did you install the Dell System Software(if applicable) and the chipset drivers first? If not, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order
Windows 7/8 is supposed to provide the webcam drivers for most Dell computers. If you system needs webcam drivers, go to Drivers & Downloads enter your service tag, then select your operating system. If your system needs webcam drivers, they'll be listed under Input.
(Windows 8)How to make the webcam work with help from this youtube. You have to open the Camera app first, and then click Settings on the charm bar to see where you can give the app permission to use the webcam.

Troubleshooting the Dell Webcam and Dell Webcam Central Software
You can try this file, also known as Dell Webcam Central.
Create a new unrestricted user account and try the webcam. Did the webcam work?
If yes, log out and log back in to your account and try the webcam. Did the webcam work?
If no, then the webcam became detached from the motherboard, usually near the webcam

ashu.835,
Is your system under warranty?
Did you run the Webcam Diagnostics or Webcam (Video Capture) Diagnostics
What do you see when you try Test Webcam (Adobe Flash Player is needed to run this program)

Long_63,
Did you try reinstalling the Quanta H.264 Integrate Webcam Driver?
Start, control panel, programs and features, Dell Webcam Central, uninstall.
Restart your computer. Download and install Dell Webcam Central Version 1.40.05

I just reinstalled Dell Webcam Central by using your link. But it did not work.
I still got the message "Close other streaming application to start the video"

Long_63,
Make a system restore point.
Start, control panel, device manager, Universal Serial Bus Controllers, click the plus sign.
Right click on the usb root hubs and uninstall all the usb root hubs, then restart your computer. When you login, the new hardware wizard will install them back. See if the webcam works.

Long_63,
Webcam usually comes loose at the top of the screen,, near the webcam.
Gently pry the bezel off the screen(see video below). Remove the two Philips screws at the top of the screen and you can see the webcam plug. Unplug the webcam, then plug it back it. Put the Philips screws back in and attach the plastic bezel.
