Hi,
It is usually due to and active Num Lock.
I see in your post that you've disabled Scroll Lock with the Fn key, have you also disabled Num Lock ?
On my 2650 here, to disable Num Lock I have to press Fn+F11 (and Fn+F12 for Scroll Lock).
If it still won't work, maybe reinstalling keyboard will do the trick.
