Latitude D830 Loading Issues

I have a Latitude D830 and it turns on fine and loads the BIOS but when i press F2 or F12, the screen just goes black and stays black. The power is still on and it looks like everything is on, I have a dvd boot disk in the drive so it spins it up but then stops and nothing. No matter which F button i push, it goes to a black screen. If I don't push F2 or F12, it will still go to the black screen. I won't load up the Windows Install disk that i can see. But it might be I just can't see the screen. I've been having issues with this laptop since the BIOS was updated on it. I don't know if it's the BIOS causing these issues right now, but I think i will need to reflash the BIOS from a USB flash drive and I don't remember exactly how to do that or what buttons to push at start up. Any thoughts?
