Latitude E5570 - Hardware Bugs?!

Question

Hey, last week I receive my new E5570. I'm really happy with the new lightweight design. But after the Windows 10 1511 installation I installed all newest driver from dell and tried to fire up the TPM. I activated it at the BIOS and started the wizard form Microsoft. But after I clicked the 'Check the system bevore encrypt' and restarted the system, a error pops up -> 'The system can't receive the Key from the TPM'. Oh! After that I played around with the PPI settings, drivers and Windows Updates. But after I updated all components to the news level, I can't still activate the TPM. Is there anybody how has activated the TPM at an new E5570 and Win10 1511? Another hardware 'Bug' is a high frequency noise coming from the PSU/PDU or CPU power unit. I think is like a 'CPU whining'. Its in coming from the left upper corner (where the CPU lives?). I tried to fix this with some 'workarounds' (disable mic and the 'low power cpu state' at the BIOS). I also updated the BIOS to the latest version (from 01/29). Nothing helps and it is really annoying. Have somebody else this problem? My system: i5 6440HQ, SSD 256GB, LTE Thanks!!
