m1730 video issues
Whenever I play a video no matter the format it looks like this when it is dark, I have tried reinstalling different codec packs and have tried changing drivers and no change help :(

I'm no expert, but I do believe that is a loss of quality issue caused by the compression of that video into the xvid format.
I don't think it's a problem with your machine.
Hopefully someone else can validate what I'm saying.
