The most recent version of the file is the one which will be the most relevant. Considering the difference in the size of the files, it would appear that the older version of the software includes things which are no longer needed or that the older version is a holdover from older system models. If you want the older version, you can certainly download it.

is simply a newer version of the file noted in the KB article.

I was just skeptical of the huge size difference between the files. Am I getting something else when I download from the first link?
