Missing Startup Program

Recently, I fixed my computer from a virus, and now whenever I turn on my laptop, it won't startup. I am most definitely certain that the startup program isn't on. As a noob I am, please tell me all steps specifically as to activate the program, or download a new one, or whatever. Just please help me. Thank you all so much. Oh, and I am using a Dell inspiron m5030 laptop.
