monitor has the "wave" effect when scrolling?

When I scroll up and down a webpage, the screen has this "wave" effect. The webpage does not roll smoothly, making reading texts difficult when scrolling.

I am using IE and Inspiron (can't remember the model since I am not in front of it).

What is wrong with this and how do I remedy it?

Reinstall the video drivers.

the video drivers should have come with the computer right? which disc should they be on?

Go to the Dell support site and download the newest available. Use the link at the top left hand side of this page "Product Support".

i downloaded and installed the newest drivers, didn't work. The wave effect is still there, what else could be wrong?

I have had this happen on both a notebook and my main desktop and in both instances reinstalling the video drivers fix it. I also remember having to completely uninstall the drivers and then doing a reinstall one of the times I've had this happen. That's about the only thing else to try, removing whatever drivers you are now using and then reboot the PC and reinstall.
