nonresponsive laptop-desperate

my laptop is completely nonresponsive. i ordered the dell CDs that you can reinstall all the programs with, but when i put one of them into my laptop and clicked on the icon, nothing happened. i cant click on any programs, or type anything, or change anythng because it just wont respond to any clicks i make. how do i just wipe everything out?

Have you backed up your files first?
 
Once you do, insert the recovery CD and power off the latop.  Power the laptop on and press F12.  It should display a one-time boot menu.  Select to boot from the CD-ROM.
 
You may have to press any key to boot from the CD (you'll see the message).  Follow the instructions here to reinstall Windows.
 
Once you have windows installed, install the Notebook System Software, Chipset Drivers and the rest of the drivers.  You should have your machine back to the Operating System.  Then, it's on to installing your software and resetting all your preferences.
