I'm not sure if it's the battery.  I've had the same thing on my Inspiron 1100 laptop for a while and the battery works fine even when not plugged in to the outlet.  I just assumed it's a software issue and doing a clean install of windows would solve it.  I'm curious what other people think though...

My inspiron 1150 power lights flash and won't charge either.  The battery is fine.  The charger works also.

 

Is this the chip on the mother board problem as I have read?
