Have you called Tech Support about this? I had the same problem with an old CPi-A, but it was the motherboard that was bad, so I finally just sold the machine for parts. However, if you have a new machine that is under warranty, you should be able to get the faulty parts replaced.

Another thing to do is try pulling one of the sticks of RAM and booting it up. If it still will not boot up, replace the stick you pulled and pull the other one. If the problem remains, leave out the stick you pulled and put the remaining stick in the OTHER ram slot, and if that doesn't work try putting the stick you pulled in the OTHER ram slot - this will make sure that it's not a memory module or one of the RAM slots that is bad. If it's a memory module, you need to get that module replaced. If it's the RAM slot, you need to get your motherboard replaced. Also try booting up the machine with the hard drive removed and the RAM installed - it will go through the BIOS and error out, saying there is no hard disk present, but if it at least turns on then you can assume the hard drive is somehow corrupted and needs to be replaced.

Although it's unlikely, you can also try booting without the removable media module inserted, and try booting without the battery inserted. If nothing works, call Dell and if you are under warranty they should be able to replace whatever is causing the problem.
