As said, they all definitely play a part. To be honest the system essentially has to be on the same level accross the board, or else one part of the system will hold the rest back. For example when you're playing battlefield 2 or something like that, and your system has a Q6700, 512mb ram, 9800GX2 and dual raptor harddrives. Just because all of your other components are good, that 512mb of ram is going to hold back the whole system from performing well.
If this is in relation to a system purchase, I'd advise buying a more evenly laid out system than something with all lower end parts to accomodate a very high end processor, GPU, ram etc.
I was configuring a 1720 with T9300 (2.5 GHz/Mezzo 800MHz FSB/6MB cache),3GB shared dual channel DDR2 @667MHz, 128MB Nvidia GeForce 8400GS, 329GB Sata hard drive (5400). I don't necessarily want it for just games, just don't want a unit that loads an runs slow.
I do play COD UO, but not necessarily on this laptop. Emails, movies, download and send pictures, and MAYBE an accusional game. Wish to take with on vacations.
That system will serve your needs very, very well. The combination you picked will provide you the best speed generally possible on a laptop these days. Enjoy that system if you end up buying!

Combination of all three, plus other factors - the speed of the video card, applications running, operating system, etc.
