nothing wrong here.
what you're seeing is speedstep in action.
your cpu speed will increase to it's full potential when the system senses that more cpu power is required.

to set it to run at 3.2GHz 100% of the time, all you need to do is go into the control panel. double click "power options", in the 'power schemes' section it will be on the laptop setting by default, set it to "home/office desk" and then click apply and ok.  now check the cpu speed the same way you did before and it will say 3.2Ghz
