processor stuck at 591 mhz

I have a 1.6ghz pentium M. Recently in the past week, its been running really slow. According to the system properties, my computer constantly runs at 591mhz instead of 1.6ghz... and i can't readjust it to go back to that speed. I've flashed my bios to A13, the most recent version, changed power settings to always on. Even trying to push my system to the limit doesn't make it run any faster, it just stays slow and useless.

I've also tried speedswitchxp and the speedstep fix (released in 2003)

Any ideas how to fix this problem?

Have you recently reinstalled the operating system?

If you got the Dell Quickset program thing installed on your computer, click it, and on the power settings, choose Max. performance. see if that helps anything. The processor on my 6000 slows 600-800 mhz if i put it on Max power/battery, but then i switch it to max performance, it goes to 2ghz. Hope it helps.
