Try downloading the Chipset drivers located at Dell or at Intel. Also you could try the latest system software download from Dell. Any one of these can often fix USB issues.
Try running a Diagnostics test as well. It could be possible that your USB port may be dead. But try installing the chipset driver (if available) first.
did you uninstall it in the safemode? it is always prefered to uninstall any driver in the safemode to avoid conflicts upon restart. resetting the bios to defauls would also be helpful as well as updating the bios.
