"Resources files missing" error message when trying to install video BIOS update

I am trying to resolve a strange problem on a friend's Dell Inspiron 9300 laptop. Most things seem to work on this PC, but Microsoft Access 2000 applications have something near to a monochrome appearance. No matter what background colours or text colours I set for an Access form, almost everything remains in black, white or grey, even though the current laptop display setting is for 32-bit colour.

 

In an attempt to fix this problem, I have applied every available update for Windows XP Home and for Office 2000, but that did no good. I have now started to apply video driver updates downloaded from the Dell website, however when I tried to run the R101351.exe BIOS update for the ATI Mobility Radeon X300 I got the error message "Resources files missing".

 

Can anyone please explain how I overcome this somewhat less than helpful error? Alternatively, can anyone suggest any other approach for resolving my primary problem?
