safely remove hardware icon

I am using dell inspiron 8600, and the icon SAFELY REMOVE HARDWARE does not appear in the taskbar. Even I plug some other usb devices, the icon does not appear.
Where is the problem? When I plug some usb devices, later on I would like to remove them safely, clicking on the taskbar icon, but it is not there.
Can someone help?

right click "start"

select "properties"

select "taskbar"
 
Check "Hide inactive icons (if unchecked), click "customize"
use slider and select "Safely Remove hardware", check to see that "Always Show" is selected.
 
You can also select default setup and everything "should" reset to the default values.

thank you very much indeed, but i tried and did not work. As i also had some other icons in the taskbar not appearing when the system boots, I found another solution that seems to work perfectly:
 
In My Computer, on the left pane, select My Network Places, and then click on "Hide icons for networked UPnP devices". Then reboot, and all icons in the taskbar appear like initial.
