Screen keeps scrolling to the bottom

I am having a problem with my Inspiron 2650.  This problem normally happens while I am using Internet Explorer.  When I open a new window, the screen automatically scrolls to the bottom.  This just started happening.

I read the Keyboard and Pointing Device FAQ, and tried each of the steps.  I tried to reinstall the touchpad drivers, reset the BIOS, and reset the computer.  

Is there anything else I can try?  This is very frustrating!!
