Screen refreshing for no reason

Hey all,

Recently my dell xps 12 duo started playing up and the screen started randomly refreshing. This happens on all screens I'm on, even the desktop screen. The computer will start flashing almost like its being refreshed constantly. I've included the link that shows what happen, although it is on the chrome screen this problem happens on any screen I'm on.

I've already reinstalled windoes 10 so i don't believe its software but I could be wrong. If anyone has any idea please let me know

Does the flickering happen all the times or while playing games, watching video or certain browsers such as Chrome? Please type Task Manager onto [Cortana] search box and then see if flickering happen in Task Manager. Please click on link below:

It happens on all screens I've tried so far. On task manager the screen doesn't flash. But the mouse does get stuck as though its receiving input from some other source

Please clear & reset windows store cache with WSReset.exe command. Right click windows logo, click Command Prompt(Admin), type WSReset.exe onto the command prompt. Windows Store will open and you’ll get a conformation message saying that: The cache for the Store was cleared.

Or

Type Troubleshooting Control Panel onto the [Cortana] search box, 'View All', and then run windows store apps troubleshooter.
