Start Up problems - Dell 4100 w/ Windows ME

Please Help!
 
My 4100 computer "freezes up" during start up.  This happens each time as it loads my wallpaper screen and notes that "improper shut down detected" and is scanning the disc for errors.  Before it completes the scan disc procedure it freezes up.
 
Any ideas?

Best scenario is to wipe the drive clean, buy a copy of Windows XP, and install a fresh copy of the new operating system.  Most knowledgeable computer geeks will agree that Windows ME was the worst and most problematic version of Windows ever published.  If you try to upgrade it you will bring along a bunch of bad Win ME code which you don't want messing up a nice clean XP installation.

If this doesn't work - perhaps a baseball bat will do the trick.
