You are infected with a virus, worm, or trojan. Update your antivirus software, boot in safe mode, and scan. Follow the antivirus publisher's recommendations for cleaning what you find.

To run the tools that won't stay open, copy them out of the Windows directory somewhere else - desktop will work. Then you can use them.

If the virus infection is extensive, as I suspect you will find it to be, you may want to just back up your data, and do a format/reinstall of everything.
