Tablet PC Settings not working

I have a dell latitude e6520 along with a dell s2240t monitor which I am trying to set up as a secondary monitor to go along with my Samsung primary. I was running into the issue of trying to use the touch screen and my touches registering on my primary monitor (Samsung non touchscreen). read some articles instructing me to calibrate the touch screen in the tablet pc settings by using the setup button.

My issue is when I open the tablet and pc settings and select either one of my two monitors, the setup calibrate and reset buttons are all grayed out.

I have tried downloading the proper drivers for the display, checked that the tablet pc input service is running, stopping this service and then restarted it, checked to make sure the dependency services for the tablet pc input service were running, all with no solution to my issue.

I am running a Windows 7 professional 64 bit operating system.

I have googled my fingers into carpel tunnel trying solve this issue, Any and All suggestions are welcome.
