Trouble booting up

I have an Inspiron 6000 with Windows XP. I had Wild blue satellite internet installed this morning. My computer was on when the modem was first connected. The installer went through a few steps to install and was prompted to reboot. So he did start, restart. The computer appeared to shut down ok, but when it went to reboot it seems like it rebooted twice. It showed the Dell screen and then a black screen with a blue stripe at the top saying dell.com, as normal. Then it was like it started over again, with the Dell Screen and again with the blue stripe screen. THen a black screen saying the system was either not shut down properly or something and give you options for continuing. safe mode, safe mode networking, start from previous cinfiguartaion, and start windows normally. When trying to start normally it does the same thing with the booting up twice. and the same message appears. The only way I can go on is in safe mode. What happened and what can i do to fix this? I am not to ahndy with the way computers operate so lamens terms are helpful.

Try uninstalling (in safe mode) whatever software the technician installed.

He didn't install any software, just plug in the modem.
