there powershare port, so if I close the lid or turn if off....they're suppose to still charge. and I do recognize this difference. I contacted Dell support and they tweaked the BIOS, so closing the lid now does not stop the charging to my iphone. But these are PowerShare ports, so if the laptop is off and I plug my iphone into the usb 3.0 port, it should start charging. But its not doing that.

Closing the lid is not the same as turning off the laptop unless you have made it so.
Go into Windows and change your power management settings for when the lid is closed.
