This works about 65% of the time, diconnect the power adapter ,battery.. Hold and press the power button and count to 60.. Then reinstall your battery, and power adapter.. press the power button.. this is a form of reset.. You might of overloaded your usb power resources and your system protects itself by disableing the usb.. Its worth a try.. Good Luck..

Thanks, I tried the suggestion a couple of times, but unfortunately this computer was in the percent that the cycling did not seem to work.

Sorry to hear of that... it could be a virus or bad registry preventing it from working... If you have the time and energy i would back your files up and give the system a fresh install of windows..Before you try that i would go to controll panel ,device manager ,universal serial bus controllers,  right click on every usb device and uninstall the drivers.. They will automatically reinstall..when you restart the system... Hopefully this can get you back in service...
