F2 should allow access to the system BIOS setup screen every time you boot your Inspiron. Tap the key repeatedly immediately after pressing the power switch.
If the system booted to the DOS prompt using the floppy, you are all set. You can launch the interactive mode by typing KillDisk.exe, but if your system didn't boot to the floppy you will need to enter the BIOS setup screen and make the floppy drive the first bootable device.

thank you so much for my first question response.
other question:
one of my laptop does not have CD-ROM drive. I am booting with the CD, when ever I tried it seems system is not reading cd-rom. what should I do?
