Video BIOS Update Failed

I have Inspiron 8600 with Centrino 1.6GHz, nVidia GeForce FX Go5200.  I tried to update the video BIOS using hard-drive method with a file downloaded from Dell site (R83592.exe).   During flashing, the program froze.  I think I saw a message saying "removing EEPROM....".  
 
After the failure, I tried to reboot, but the computer does not start. The power is on, but monitor is black and the hard drive is not read.  Of course Windows (XP Home) does not start (no start up jingling).  F2 key does not work, so I cannot enter the system BIOS.  I even cannot boot with Windows CD.
 
Should I change the motherboard?
Or should I change the video card?  Can the video card be physically separated from motherboard?
What should I do????
 
Please help me, I'm very desparate.  Thanks.

You need a new video card.

If it is still under warranty call tech support.

If not call Dell Spare Parts USA - 1-800-449-3355 ext 7269937

Thanks.  I changed the video card, and the problem was fixed.
