Video fan fails error code:3700:011B.......

Hi, I have Inspiron 8600 and after about a year of using it, playing games on line or watching movies my system begun to drag to a point that it was unusable.
 
When I was running Dell’s diagnostic disk I was getting error code: 3700:011B, MSG: Expected fan on high RPM 6300, detected fan RPM = 0.
 
So I call Dell wanted to get a new video fan to correct that issue. I guess troubleshooting the problem was very easy, dealing with Dell support and Customer Service was not. First they sent me the system fan, then they told me that the fan does not come separately on that kind of video card, [NVIDIA GeForce FX Go5200], so they tried to sell me replacement for $ 125 and when the order didn’t go through few times they told me that since my laptop is off warranty then I have to pay $ 280 for the replacement.
 
I thought that when you have warranty on the item that’s covered but I guess Dell warranty does not work like that.
 
Anyway, if you have the same problem and don’t want to get ripped off by Dell this is what you need to do.
 
Basically, the fan it is very little fan that sits on your video card, and despite what Dell tells you it has 4 little philips screws that holds it together. When I opened my laptop up I've noticed that there was a dust ball, pretty small preventing the fan from spinning. So I have removed that and cleaned the fan with rubbing alcohol, then I have put it back together and after I ran all my tests it became to work, just like it did it before.
 
Getting in there and fixing the issue took me no more then 30 min. that’s all you have to do is take that pcs. off where the power button is at and then you need to get your keyboard off as well. Then you will have full access you your video fan. You probably won’t have to take your video card out but I did, so I make sure it is all clean.

I have a video card that is overheating constantly.  Im fighting with support right now.  I cant seem to get anyone on the phone (the automated system tells me that everyone is busy and hangs up).  Dell's support is the poorest I have ever seen.  All Im trying to do at this point is cancel the stupid service call and get my money back for this junk laptop that I have.  The fan should be an easy replacement.  If they want to charge you over 200 bucks for that I would complain to the BBB.  No fan I have ever seen costs 200+ bucks.  What a ripoff.
