The two problems are likely related - when the AC adapter isn't detected, the system won't run at full speed.
On the AC adapter problem, try another (or a new) Dell AC adapter - if that doesn't solve the problem, the DC jack (some models) needs to be replaced - on others, or if that doesn't solve the problem, this one - the mainboard will need to be replaced.
Once the AC adapter problem is solved, if the video still lag, consider reinstalling your video drivers (if you need further assistance, please post the system model number).

I had gotten the new ac adapter but its still glitching any suggestions?

Something to try on videos lagging is setting your POWER PLAN on high performance.
Charging batteries, try running battery all the way down and then charge it. This may need to be done once in a while.
