Sounds more like a missing modem driver.

Hi, I had the same problem, and it was not related to the modem, but to the smart card reader.
To be sure of that verify in your Device Manager if the "Texas Instruments PCI GemCore..." is here, if not maybe you can solve in this way (I found no Dell driver for that):
Download this driver
 
Unzip it in some directory, but don't install it (It's not a Dell driver, better to use just the inf file).
From the Device manager open the properties of the unknown "PCI communication... "and select update driver from disk.
Point it to the folder where you unzipped the previous file and let it go.

Thank you, thank you, thank you!!!!

I have spent over a week trying to find a driver for a PCI Simple Communications Controller.  It was really the most frustrating experience.  

This solved my problem immediately.  Thank you again.
