White screen with 8 audio beeps

My USMC son is home on leave.  While at the airport, he tried to use his Inspiron 1749 only to get a white screen with 8 audio beeps.  The local computer shop diagnosed the problem as a faulty video card.  However, the shop says the video card is part of the motherboard and they are unable to replace.  Their proposed solution is to allow them to download the data from the hard drive and shop for another computer. 

My question to someone more knowledgeable than me...and there are many of you...Does the diagnosis and solution sound ok to you?  Do you know if Dell can repair this problem?

My son deploys to Afghanistan in a couple of weeks and we want him to have a working computer to Skype with.  i am grateful for any advise anyone can give.

8 beeps on Studio 1749 indicates LCD failure.You can check the beep codes and issues pertaining to that from the image below:

To isolate issue in a better way, you can connect an external monitor to your computer and see if it exhibits the same behavior. You can also run a test on the LCD of your computer to check if it is an issue with that.
