I suggest you run troubleshooting tool on computer. Please open the Charms bar by pressing Windows key + C or moving your mouse to the upper or lower right of your screen. Click on Search and then type in troubleshooting in the search box. After you click on troubleshooting, click on View All, and Hardware And Devices. Please click also windows update( failed/corrupt) and system maintenance.
By the way, what your Dell model ? Dell Inspiron 3543
thank you for all your help and advice. I have tried all troubleshooting tips you have given but unfortunately nothing solved the problem. The only one I haven't tried is resetting the notebook. I am simply not willing to reinstall all the apps and programmes.
I think I will have to live with this problem till I eventually replace it with a Window 10 system. In the meantime I do my android updates with a Win 7 system which I can borrow from a friend.

I suggest also run the System file checker. It scan for any corrupted system files that could be causing problems and fix those corrupt files as well.
a) Press Windows key + X key at the same time, select Command prompt (Admin)
b) In the command prompt type the following command: sfc/scannow and press enter
If no corrupted system files were found , then I would suggest you try the following steps:
a) Select Command prompt (Admin)
b) In command prompt, type the following commands and press Enter after each command....
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
