If you haven't run an extended (takes about two hours) hard drive test, that's next. Let the diagnostics run, and then boot to the full 32-bit Dell diags. Run the extended hard drive test.
I restored it to factory settings twice, and it still won't work. I called a Dell representative, but they want to charge me 299 to fix it over the phone so I know it can be fix. they told me it may be a software problem.
Just to confirm – even after performing a factory restore, the computer does not boot to Windows and the Windows Error Recovery screen appears?
If that is the case, we need to reinstall the operating system using a disc. May I know if you received a Windows operating system reinstallation disc with the computer?
We need the Windows Operating System disk to reinstall. The disk that you have received is for the Drivers & Utilities that have to be installed after reinstalling the operating system.

Can you get into the system in safe mode (F8 before Windows loads)? If so, back up your files and do a factory restore:

If you don't have a backup and need one, remove the hard drive, mount it in an external case and attach it to a working system so you can make one.
Then return the drive to the system and do a factory restore of the operating system as above.
