Windows won't start properly, plus error code 2000-01-42
My sister's laptop (Dell Inspiron 15 Intel N5050) turned on with a black screen today that said "Windows Error Recovery, Launch Startup Repair (recommended)". It then goes to the "windows is loading files..." screen. After that, the screen that shows a bar with green lines. And finally, it just goes to a blue screen with a wallpaper and a large white cursor. I can't bring up any menus or do anything, and the only way to get out of that is to press and hold the power button. When I boot up again and try the "start windows normally" option, the exact same thing happens.
I tried hitting F12 to go into boot options. I went to Diagnostics and that took me to the ePSA Pre-boot System Assessment. All Devices got a green tick except the Hard Drive. With that, I got lots of beeping noises and a message that said "error code 2000-01-42 validation 62778 msg: hard drive 0 - S/N WD-WXE1EB1UUZX4, self test unsuccessful. Status = 7".
What does this mean? My sister's laptop is 9 months old.

The hard drive has failed - call Dell with the error message and they'll replace the drive under warranty.
