Is it possible to change my optiplex 5050 SFF I5 to an I7

And additional info I needed to know is can I put a different card in apart from the intel intergrated graphics I was thinking about putting a GTX 950 inside of it considering it’s an older card.  I was also thinking of if upgrading my I5 to a 6th gen I7. I got the machine for 50 bucks thought I would ask before I do anything

Yes, for compatibility, you can upgrade the CPU to an i7 of the same generation.

As for the GTX 950, it's a no go.  You can not use it for your OptiPlex 5050 SFF.  Due to power requirements and chassis fitments, if you want to add a discrete graphics card, look for a low profile card, single slot with power usage around 50w or less.

If you're encountering the issue where the Dell Peripheral Manager is not detecting any devices, even after ensuring drivers are updated and the firmware is current, you might consider the following steps to troubleshoot the problem:
