A problem With U2311H

Question

Dear Dell Supporters , and other people (lol)   I have a Dell U2311H bought in Israel .. When ever i turn on the screen after night or when i turn on my computer it takes ages to turn on the screen .. and when i click on the buttons on the right of the moniter , they takes ages to turn on .. and when it does the panel turns off in the minute (the settings of the monitor)   What should i do ? Thanks in advance :)

Odd issue. Is the monitor power button connected directly to the power outlet? No surge protectors?
