This isn't a DDM issue; its the way Windows UAC is designed. DDM can't touch windows belonging to applications that run with higher privileges than DDM. And applications that are started with or require elevated privileges can't be auto-started -  whether its DDM, VS2017, or RegEdit.

If you don't want to disable UAC altogether, then you can bypass it using the Task Scheduler, as described here.

That's because Windows/Aero Snap - unlike DDM - is part of the OS and always/already has elevated privileges.
