E151FP Problem with Centering

I have an E151FP which I received as a "freebie" w/ my computer.  It's been a while, but it's a terrible monitor. 
 
I have two problems:
 
1) When I load up some pc games, the intro scenes (movies) are skewed to the left...the centering is off about 50% to the left.  It's frustrating. Interestingly, when Windows loads up, that first screen w/ the Windows logo w/ the flying, I guess "windows" (the one w/ the black background) is also skewed to the left.  I know, you think it's my graphics card, but it's not.  I have a new graphics card (just purchased it) and same problem as w/ the old (old was geforce mx horrible, new is the geforce gt 6800 awesome).  DVDs don't play to the left.  It's just the intro. Windows screen, and then the cinematics for most pc games!
 
2) If I play for more than a few hours, the "menu" for the monitor appears!  It's really quite pathetic.  I can hit exit to exit it, but it'll come on again in a few minutes.  The refresh rate is low, like 60 hz, I never touched that.
 
My resolution is set to 1200X768 or whatever is standard there.  I had it on the 800X600 for a long time and that had the same exact problems.
 
The Monitor again is a Dell E151FP.  I don't want to fork out money for a new one if I can fix problem 1 (is it some setting?). 
 
I downloaded the latest drivers from Dell's site, but they were ominously old, just like november of 2001 (I had august of 2001 before, I believe).

If you are using the Dell E151FP monitor driver, it should limit your display to 1024 x 768 max. That is the monitor's native resolution. Yes, the Nvidea driver may show the monitor type as "standard" but that setting allows the the card to show display resolutions that should not be used. I had a similar problem when I first installed my 5700FX. Re-install the Dell monitor driver and you should see that the maximum resolution shows as 1024 x 768 (32 bit colour).

Oh dear, I mispoke.  I'm actually running everything at 1024x768.  I don't use 1200x768, etc.  I re-installed the drivers, and nothing changed...
 
I'm starting to worry that I just have a bad part somewhere, because I haven't seen this issue at all online (I googled it).
