E173FP Help me work in DOS fullscreen

My work uses Dell E173FP panels for most of our stores and offices.  The problem is we are no longer going to purchase them for certain stores because they run a full screen DOS application.  I would think that any LCD would run full screen DOS app. But to my suprise when I did some testing the panel would display a message about an unsupported mode.  I thought this might be program specific so I tried opening up a command prompt and setting it to full screen, again the same message came up.  If I hook up a CRT I have no problems, from the CRT I could gather that the CRT was running at 35.4kHz / 79Hz when it went to full screen.
 
The computers are made by HP/Compaq and have an onboard Intel graphics chip.
The operating system is Windows 2000.
The monitor drivers are not installed but I dont think that would be an issue?

This just in...  Both DOS windows will work if I press F8 during startup and tell it to enable safemode with the VGA Mode option.  Only problem is I can't get it to stick in VGA mode.

I chased it down to a driver issue because if I uninstall the video card the program works fine, I'm trying to get an updated graphics drivers.  Thanks for reading.
