E193FP 19'' Max Resolution

I've got an E193FP and I'm hoping that when I get my desktop hooked up to it that I will be able to achieve a 1400x resolution, but I just looked at the specs and it said that the max resolution is 1280x1024 Pixels. 
 
Am I confused here?  If I have laptop or desktop that will take me up to a higher resolution, will this FP not be able to display above 1280 resolution?
 
Right now I have it set on 1280 with an inspiron 8200 but the words are a bit washed out on the 19'' FP and my software came back with a pop and said I was not using the most optimum resolution which should be at least 1400.  I like to have a lot of real estate on my screen and have everything displayed quite small. 
 
1. Am I not going to be able to do this with this monitor?
 
2. I'm hoping to upgrade my video card in my desktop to a 1900 resolution - does anyone know which ATI video card would allow me to this?

The native and highest resolution for the E193FP is 1280x1024.  This LCD model has major problems with text even at the native resolution.  Black text on gray background it very washed out.  You need to complain to Dell.

I will - I can't believe they sell this monitor with those issues.  They would expect for me to pay for shipping it back if I returned it too.  This is extremely annoying. 

Sometimes on start up I get a message saying that I have the resolutions set too low and that 1400 is optimal for this monitor - not sure if that comes from nividia or where since the pop up window doesn't identify.
