To make a long story short, the PC with the problem is my wife's, who has problems seeing the smaller text on a 1600x900 display.  We also have a 2009 Dell XPS with an nVidia ST-220 graphics card, which shows 1280x720 perfectly.  I swapped monitors between the 2 systems and found that her monitor on my PC now works fine, but my monitor on her PC cannot handle 1280x720.  The problem was obviously the AMD video card.

So I spent a LONG time with technical support working on the problem, and under the direction of the support agent ended up removing the cable from the DVI slot, removing the VGA-to-DVI adapter, plugging the cable into the VGA slot on the back of the PC (this slot was originally under a plastic cap), enabling the VGA slot through the BIOS, then using the Device Manager to disable the AMD card and Control Panel to uninstall the Catalyst software.  We now have a beautiful picture in all modes and my wife is a happy camper!  :)

Hi Bill,

Please update the video drivers of you system from Here -> Enter the service tag of your system ->  Select the operating system -> Expand the Video category and download/install the driver for AMD Radeon HD 7570. Follow the onscreen instructions for installing the drivers and restart the computer when prompted.

Now try changing the resolution and if the issue persists you may change the scaling options from Catalyst Control Center. For more information, you may refer to article Here.

Hello Sundeep,

I did what you said, discovering that the current driver is version 12.104 dated 4/24/13 whereas my current driver is version 8.911 dated 10/25/11.  I downloaded the latest driver and installed it.  Although the install seemed to be working perfectly, when it was done there was no change to the resolution problem, even after a reboot.  I checked device manager which reported the driver version was still 8.911, which I guess means that somehow the system blocked the new driver installation.  What do I do now?

Hello Chris,

That addresses the problem directly, but 1280x1024 is not a 16:9 ratio, which means that the display would be distorted.  How can I get a resolution smaller than 1600x900 without distorting the images?

There is a way in the AMD Catalyst Control Center to choose a custom resolution but this is not supported by Dell since you will not be using the monitor EDID.
