It appears that the monitor is unable to synchronize with the signal that it is receiving from the computer. Maximum preset resolution for the monitor that you've installed is 1920 x 1080 at 60 Hz. Follow the steps listed below to configure the monitor settings.
Reboot your PC (hold the power button down for 10+ seconds, if need be).
Continue tapping the F8 key until you reach the boot diagnostics menu.
Select Enable VGA Mode.
This allows you to boot into Windows like normal, except with the resolution and refresh rate set to the lowest setting possible. Login as you normally would, then set your resolution to your monitor’s native rate (i.e. the resolution from the original error message).

It appears that the Monitor is not supporting the resolution in Safe mode or the basic video drivers are not loading properly. Please try uninstalling the Avira Security software from 'Programs' under Control Panel. If you are unable to do it from there then you may use the 'Revo Uninstaller' application and uninstall the Avira Security software from the system in normal mode. Here is the link to download the application: http://www.revouninstaller.com/
Download the 30 days trial version of the application from here and then you can use it to uninstall the Avira Security software. Once done you can uninstall the Revo Uninstaller from 'Program' under Control Panel. Hope this helps.

The problem only occurs in safe mode. I tried what you suggested and that didn't resolve the issue.
