Monitor flashes/blinks on certain webpages/websites.

I have a brand new 2001FP working with a Dimension 8400 system.  For some reason it flashes/blinks on certain webpages.  For example, on the following web link.

My monitor continually flashes/blinks.  Any ideas what might be wrong?  I've checked drivers and everything seems to be current.  My brother has the same monitor and doesn't experience any of those issues.
