Monitor problem with my new Dimension XPS

hello
 
i have a dual display set up with 19 LCD and 19 CRT
LCD is Dell
CRT is Samsung.
 
Now this is weird:
I got my system 2 weeks ago,
i set up a dual display (extended desktop, not clone)
It used to work fine, and my CRT refresh rate was set at 85Hz at 1024x768
(very much so in the comfort range, monitor could support 100Hz at that resolution)
 
While I was installing something, the computer crashed
and i had to hard reboot.
After Windows loaded back, my CRT resolution is set at 60Hz and it WILL NOT change.
 
I have tried EVERYTHING possible on my part, including:
1. reinstalling Windows XP
2. reformatting HD and reinstalling Windows XP
3. installing newest ATI catalyst driver
4. installing newest monitor driver for my CRT (SyncMaster 955DF)
5. installing default drivers that came with the system
 
each time a set of drivers was installed, a format was done
just to make sure that i wiped out everything.
 
It seems as though now the DDC information on my monitor is
not available or non-readable.
 
I emailed ATI about this problem and they said that it seems
like my card has to be sent for RMA.
I called Dell Support, and they didn't even know what RMA meant,
ridiculed me because apparently he thought a 60Hz monitor was
no problem, and I was told that the problem lies with my monitor
(which was working fine) and gave me a WRONG url for
support.
 
Does anyone have a similar problem or know a solution to this?
I really do not want to send my radeon x800xt for RMA as it will
cost me shipping + handling and not be able to use my computer
for a while w/o a video card.

Try ATI control pantel.  Right click anywhere on your desktop and select "Properties, then Settings Tab
 
Click on big Number 2 (that's your second display - Samsung CRT)
Then click on "Advanced button and Select Monitor tab and change "Refresh Frequency". If you have only 60HZ as option then try unchecking "Hide modes that this monitor can't support".
 
 
Another not well known option is hidden by ATI, but you might try it in case if first suggestion failed.
 
I don't have a computer with ATI card in front of me, so I'm writing all this from my memory, you might have to search around a little bit to find this.
 
In Display Properties select your main display. - Number 1 -  then press "Advanced" button. Then chose "Displays" tab. You should have pictures of your primary and secondary displays listed there as both being connected. For your secondary display, press on the little power button, that should bring properties for this display. In there you have an option to override a refresh rate.

Thanks for the suggestion, but it has already been tried.
As mentioned before, everything was working perfectly
until the computer crash.
 
Even if I change the rates to other ones it always
reverts back to 60Hz and I find that very weird...
