Monitor problems...please help

I am having major problems with my monitor. (Dell M991) 
 
After starting up my computer the screen is normal. After about 2 minutes, I get rows and rows of this, from one side of the monitor to the other, from top to bottom.

I am able to get online, navigate, and open all applications.
 
Is this a monitor or a graphics card issue??  I have an ATI 9800XT, 5.13 drivers.
 
Any help would be greatly appreciated!!!

The 9800 series video seems to often have problems after 2 years or so.  The videocard is more likely the problem than the monitor.  My 9800Pro started giving me display artifacts after 2 years, had to replace it.
 
Do you have another PC you can plug the monitor into?  If so, I expect the monitor to work just fine there, helping to confirm the videocard is dying.

Thanks for your reply.  I was concerned that it might be a card problem.  I've heard ATI cards having some issues after about 2 years, as well. And wouldn't you know it, I've had mine for about 2 years...
