P2213, Power Save Mode messages
There are no issues with the Dell P2213 other than when the Mac mini sleeps and the monitor goes into power save mode, then it wakes up and displays the message listed below, and then goes into power save mode anew - rinse and repeat into infinitum.
I would prefer the monitor go into sleep mode, and stay that way until I wake it and not continuously power itself on and off.
I have a second Dell monitor connected to the Mac mini (Dell U2412M via Thunderbolt to DVI), and it does not have this issue.
Here is the P2213’s message that it flashes on its screen right before it powers down, only to return a few seconds later when it powers up: “There is no signal coming from your computer. Please any key on the keyboard or move the mouse to wake it up. If there is no display, please the monitor bu5toon now to select the correct input source on the On-Screen-Display menu.”
- What is the 20 digit alpha-numeric monitor serial number? CN-0FJ44J-74445-4AM-941S
- What specific computer model? P2213
- What operating system? Windows 8.1
- What video card? Intel HD Graphics
- Video card driver version? 4000
- What video out ports are available on the video card? Thunderbolt and HDMI
- What video out port are you using from the video card to what video in port on the monitor? HDMI to DVI
- What cable are you using to attach the video card to the monitor? HDMI to DVI connector
- What windows power plan? Example = High performance, PCI-e Link State Off: High Performance
- Press the monitor Menu button to open the monitor OSD (On Screen Display). The bottom of that screen should show a resolution. What is listed? 1050 x 1680 (90 rotation)
- Was the monitor purchased from Dell or some reseller? Reseller, Amazon.com

Unfortunately, Dell does not test/validate this monitor model on Apple hardware, ports, and software. Because of this, Dell does not have many troubleshooting steps to offer. You could post on the Apple Discussions Forum and see what they say.
Test the Mac Mini HDMI out to BOTH monitors DVI in. If the message appears on both monitors, the monitors cannot be at fault. It has to be the cabling or how the Apple operating system is running the HDMI out.

I tried your test and the U2412M does not show the message, only the P2213 does.
What is worse for the P2213? Should I let it continue to power off and on when in sleep mode, or should I not allow it to sleep and enable a blank screen saver - thus having the P2213 in an always on state?

You could do the blank screen saver or get it exchanged and see if the replacement P2213 does the same thing.

Thanks. Just so I'm clear, you're saying that it would be less ware and tear on the monitor if I choose to use the blank screensaver and thus have the monitor on all the time as opposed to letting it turn itself on and off continuously when it's in power save mode?
