P2219HC, USB-C, on a desktop computer

I will be getting an OptiPlex 7060 and trying to decide between the P2219H and P2219HC monitors.  In the immediate term, I will only be using the monitor with the desktop computer, but am considering the C model in case I want to use it with a laptop in the future.  Can I use the USB-C model with a desktop computer, using the USB just as an upstream port basically the same way a standard monitor would function?  Since the desktop doesn't require charging from the USB-C, will that cause any issues to plug the USB-C monitor into the desktop?

To be clear, even though using the DP to DP cable for video from the Optiplex 7060, the USB Type-C cable (C to C) must be connected to the Optiplex 7060 USB 3.1 Gen 2/Type-C port and to the P2219HC to enable/access the P2219HC four USB downstream ports. See pages 9 and 10 in the online P2219HC User's Guide =
