USB audio adapters like that require a USB data path all the way back to the source. So you'll need a USB cable running between the display and PC. And you'll also need a source that support USB audio. Not an issue for PCs and Macs, but media devices and game consoles typically won't handle that. But no, the display won't accept the raw audio coming in over DP or HDMI and then act as a source for USB audio. The USB ports in the display are essentially just a USB hub that happens to be built into a display, and just like a regular hub, if you want to use it, you need a USB data path back to the system. Dell's U Series displays have 3.5 mm jacks built into them, and with those displays you can send audio over DP/HDMI/USB-C and have the display pass that audio through its 3.5 mm jack. But the P Series displays don't have that.
