The ST2220L driver page is here. We only offered one Windows Vista/7/8 driver in 2013. This 11 year old monitor and 9 year old driver were never tested by Dell in Windows 10.
You may attempt to install that old driver in Windows 10 via compatibility mode.

Went to the dell chat ... zero help ...i know the warranty has expired. it's not broke !!!!! only need to know the correct driver for download.
